Windows XP On School Systems Window Flickering

He has written several articles for various websites and writes user guides and software manuals for several freelance clients. Anyone know what the problem could be? Most of the information applies to all versions of Windows, but the instructions focus on Vista because those are the systems most likely to experience the problem.
